On page seo is most important because if you do off page seo and the terms used are not done well on page it does not help as much.
You can use cheap vps hosting that offers cheap vps kvm and have mutiple cheap wordpress hosting sites and seo them and link to different post from different blogs to help seo.
You need both on page and off page seo but make sure on page is done first then do off page seo.

On-Page SEO is important and so is Off page. Even if you have done your on-page perfectly but you don't have enough number of backlinks then your chances of ranking are very less.
It is important to focus on Title, Meta DEscription, Meta Keywords, H1, ALt text when it comes to on-page. Whereas quality of backlinks, Referring domains, come into picture when talking about Off page SEO

Both on-page and off-page SEO work simultaneously. All the work that you do on-page, is highlighted by the off-page back links that you create. Similarly, all the off-page SEO that you do, needs to be backed by sufficient on-page SEO. IF not so both are useless.
