So if I have a new site with a new url and i have an old url that was high in google ranking and i want to use the old url to redirect to the new site and give the new url more "juice", is that possible?

As long as the backlink profile is not spammed and the url does not have any penalties, then YES link juice will be forwarded as well as trust flow - TF.
