A rich snippet is a Google term for extended information displayed in search results. For instance, search Google for, say, lamb and then click the word Recipes in the left column, and Google knows that you are looking for lamb
Open up Google. Type in your inquiry. Notice the top 10 results that show up after you hit enter?
Take a look at result number one.
Top Portion - Title (blue color)
Description - body short description in black color font
URL - in green color
That is your Google snippet.
Creating a Google rich snippet, to me, mean you limit the character pixels in a way that it fits the allowable size to be shown in the snippet.
For example, you write a title that's too long. Google may cut that out.
Sample: The Top Ways to Create a Mobile Friendly Web....
You would want to create a title that would confirm to the allowable size so it won't be cut. The same applies with the description.
Take a look at result number one.
