It is un-ethical black hat SEO technique. The programmer writes a content for search engine purpose, but not for the people. Consequently, the search engine sees one content, but visitor sees other content. This is called cloaking

Cloaking is considered as a black hat seo technique where it displays different contents , one to the user and the other to the search engines from the same website.
