Shared hosting and cloud hosting are two different worlds. In shared hosting, a single server hosts multiple websites and the server resources are shared by these websites. On the other hand in cloud hosting, a big network of servers is used that can host a very large number of websites.
In shared hosting, there is a possibility of resource infringement by high resource consuming websites and also a risk of security through other websites. Whereas in cloud hosting, there is no risk of security threats or other concerns as your website data files are completely isolated from others and your website can instantly get added resources if required at any point of time.
For small websites, shared hosting is the best option to start with, as their requirements are very limited. They can later switch to cloud hosting when the need arises. But, for medium scale websites, cloud hosting would be a better option as it provides better flexibility of usage and also it’s billed on the basis of resource usage.

It depends on your budget since Cloud Hosting is obviously on expensive side while Shared is much cheaper. I will say if you are starting up just now then go with Shared Hosting for some time after that you can move towards Cloud. Also, I like to suggest you Serveria, as they have very cheap rates at $3.49/mo for Shared Hosting, so very much affordable and their service is top quality.

There are providers which can provide you cloud hosting in shared hosting prices. its not a difficult thing to find, cloud is the latest technology and as tech-geek i can say that latest is better than old one
