You need to promote your website with Quality way and you can go with Guest blogging, Article submission, press release promotion etc.

You need not work or promote your website on low Quality platform

Still the old SEO OFF Page techniques are being followed by SEO professionals. Nothing new in it. But the strategy applying in it depends on your expertise.
