Local SEO - A SEO Analyst optimize and promote their products and service in a specific area/contry,

Global SEO - Global is an international SEO, designed to reach your business an online presence is global.
 
Global SEO means to target keywords and audience globally to the site.
Local SEO means to get Local visitors or traffic to the site by targeting Geo specific keywords and local optimization techniques.
 
I would say Local SEO refers to a SEO technique which improves the site rankings with a local search. Usually, it includes rankings from a particular area, and rankings for specific searches. They are usually used for businesses.

I believe Global SEO is the complete opposite, and wants to target users worldwide instead of locally.

Exactly my words. I would always consider to promot e my website on the local market first and then on the International / Global arena. This works great for people and websites that cater to the local market and do not want to go global. Later on they realize that any incoming thing is a business, and as such they take their time to go global.
