Is Paypal Fees Better Than Western Union

Tell me which company does offer better exchange rates and less fees to transfer money from USA to UK. I have to pay a designer to design my website and its a small amount and I do not want that his amount get deducted. So please guide me what to do in this case.

Western Union fees to send money are outrageous. I remember paying $40 bucks to send $200 to a friend when his car broke down in San Diego. But the good thing is he was able to get to a Western Union and get the cash right there. Now for online transfer I think their rate is lower, but Paypal is still a better deal.
 
Yea, you pay for the speed when it comes to Western Union. Paypal isn't as convenient when it comes to emergencies.
