Google sandbox is imaginary area where your website is kept at hold by google search engine spiders.your website will do of google dance in this for short period of time.

The sanbox "effect" is that a new site gets a boost when it is first indexed. After a a coule of days and upto a couple of weeks it can ride at a high position. If it isn't popular it falls back to where it would have without the boost. Sometimes it seems like a new site won't rank.

Google was trying to discourage spam sites from quickly reaching the top of Search Results, getting dropped off Google, creating a new site and repeatedly showing up high in Search Results.
