How to recover ranking which are goes down because of Penguin 3.0 update. What are new strategies to do this? Please give some ideas.

Check your website whether got hit by this update. If your website got penalty, you will have to wait till the next penguin update.
If it is just little difference between your old rankings and current rankings, check your website has any low quality backlinks. Remove all spam links manually. If the backlinks can not be deleted, apply to Disavow tool.

Hey, Hi Nikunj , If you site is penalize by this update then 1st you need to know the websites which is used by you is low quality websites or high authority websites. If there is low quality link submitted by you or website owner then 1st remove or disavow all the links. Use social media especially google+, because google likes genuine traffic as well as link building.
