do perfect on page optimization then remove bad links of your site, use pure content, then do off page process 
When you say recover your site ranking, do you mean it has dropped recently? You need to determine the reason why you lost your ranking. If using black hat techniques you may have been penalised. I would suggest checking on a blacklist to see if your site has been listed for over spamming.

if your website have taken penalty then check all th information about penalty and region why got penalty first of all check the google webmaster tool and read the message why have got penalty. suggestion

Review the Website Onpage, Offpage, update where you need requirement. Also check backlinks of your site remove (using Disavow tool) which you think are harmful.

first of all you should remove the content from website and spamming link also. then you need to insert new and high quality content on website
