How Can We Neutralize a Toxic Link to Our Site?

Through Backlink Quality Checker, you can know who links to your website. Now, you have to go to ‘Toxic link’ report, where you will find all the links, that are harmful to your websites. If there is any link in ‘Toxic link report’ that matches with the link on your website, then you can remove it by using ‘Google Disavow tool’.
 
The best way is to find your backlinks report from Google Analytics or Open Site Explorer (Majestic SEO is another good one). Analyse your backlinks manually and ask yourself:
Are they consistent with the quality of your other links? If their URL looks like an irrelevant spam site, that could be toxic
Have they been built too quickly? If you have a lot of links built within a short period of time they can damage your site ranking
Are they low quality links from blog comments/paid directories/forum links?
Are some of the links de-indexed? You need to remove those.
There are no free tools to identify toxic links that I'm aware of, nor any that I would recommend. The best way is to manually go through your backlinks and see how they fit in with your website's profile. To neutralise the toxic links either contact the webmaster from those toxic link sites or disavow using Google Search Console.

If it is a link towards your website, you can simply ask the administrator of the other website to simply delete the link.
If the administrator cannot be contacted, you can simply use Google`s disavow tool to get rid of the link.
