Have you tried a contest? I have seen this method work very well on both Facebook and Twitter, if you run it on your site then you'll have a better chance of attracting people who will actually be interested in what your fan page is about.

I would NOT recommend buying Likes, this might make your count look nice, but none of them will be coming back and will simply leave a week later or hide your posts from their time line.
 
You should remember that people will like your Facebook page if they find something useful and informative for them. So, first of all you should share something useful content, image, video on your FB page. It will encourage people to like your page. Regular update is also needed to increase like. You should join groups related with your business or services where you can appeal to like your page.

Have you used them? I used them for a while on a small project fan page and I managed to get over 1,000 fans thanks to that site - and not one of them comes back to check out the content, how is the the best option?

Sadly many people are falling for this, buying them IS NOT the answer, sure it makes your count look healthy, but they won't check your page again.
 
If you create a alluring relevant stuff and being active on Facebook fan page then you can get max likes.

I would like to suggest you to keep posting and invite ur friends and share ur page with other social networking sites and use forum to get some real likes. Comment on niche pages on Facebook.
