There are a lot of directory sites available for you to submit. If you do a quick Google search, you can find many high PR sites that allow you to submit your directory.

and a bunch more. I'm currently not focused on submitting my directory yet since I don't know if it's whitehat or blackhat, but until I do more research on them, I will stay away from them.

The directory submission, I think, is still white hat, though google doesnt consider this as important now or even if it does, the weightage is lesser than it used to be specially after the Panda and Penguin. I too dont do much of directory submissions as many a times, I have felt, that the submissions take ages to get through. Like on some, it has been 3 years already and I have not got any updates from them...
