If you kow how to setup website hosting without cpanel then digital ocean is the best choice, they cheaes VPS plan costs only 5$ !!! And you are allowed to instal cpanel to their server, on the other side if you don't know how to setup hosting that don't have cpanel already installed that I advise you to choose bluehost.com or hostgator.com
