Can an amateur start SEO a blog?

Hi Guys,
I want to make a blog that tells people how to make money online. I plan on using my referral links for each posting as well. How hard would it be for a person who never did SEO optimization before to have my site up there in the ranks? I know there are tons of sites out there on this. Would my blog be on page 40,500 out of 41,000 do you think if I just make it and put it online? Any tips would be awesome. Thank you!
 
This is an over saturated market. With you having no experience, how are you going to be different enough to break into it? There are tons of money making blogs online. Since you have never made money online, how are you going to teach other people. You will have to pull content from other sites, and therefore make your site will be generic, so basically it will not rank.
 
Anyone who has a website these days can rank high on searches now that google is making whole lot of changes on how websites rank. But this still depends on the contents of the website whether its high quality and do people share the link to webpages and do they consider the website reliable. Updates are important for google so make sure the site gets to have new contents everyday if possible.
 
FIrst, you need good contents in website, which means to benefit the user.
Second, conduct on-page SEO
Third, SEO offpage from backlinks from:
1. Web 2.0: wordpress.com, blogger,....
2. Social network:
3. Video Upload: Youtube, Vimeo, and other video sharing sites
4. File sharing: slideshare,.... Export your content to pdf and upload.
5. Comment Forums: (through signature)

Each of these should contains link pointing to your own site
