Bounce rate can affect SEO ranking?

Yes When your sites bounce rate is very high, A reasonable conclusion would be that the site isn’t a very good site because thousands of people click on the site and many of those go back in some seconds.
Google tracks this and monitors the traffic of a site and how users react to the site. If those users are leaving immediately, Google isn’t going to leave that search result on the first page for long because Google’s goal is to provide the top 10 search results for every possible interpretation of a keyword search.

And when your sites bounce rate is too low and the story is totally different from the above, it's positive factor for site ranking.

Is the bounce rate can affect SEO rank? How?

There is a real possibility that bounce rate is a significant ranking factor right now. Even if it isn’t, it is my opinion that it will be made a factor in the near future. Even if it is not a factor, and even if it does not become one, there are plenty of reasons to look closely a bounce rate anyway.

Definitely bounce rate affects the google ranking..Essentially, when you think like Google, you’re interpreting actions of users on a massive scale. Google has billions of searches every day. With that amount of data it can make certain assumptions about users and websites that you might not believe are even possible.

I agree with this response. We can see the scale drop in webmaster tools after noticing drop in Google analytics. So we have to engage our visitor to spend some time on our site.

Yes! high bounce rate will effect your ranking because a website with a high bounce will give a bad impression to google, so it might lead to decrease your ranking in search engine results. To overcome that you need to improve the content and usability of your website.
