Black hat SEO is a technique used to increase high traffic and high PR for particular website in very less time but without following the rules and regulations of Google search engine,it's a kind of unethical way to gain page ranking of the website but the effect can't last longer.
 
Black hat technology is knows as don't follow the any guideline/rules of search engine.there are some some back hat tip's that used by black hat technology is Keyword Stuffing, Cloaking, Hidden Links & Text, Redirects, Doorway Pages.
 
Black hat seo means that which does not follow the rule regulations of search engine guide line of the seo and search banned the site. But I have follow the always the white hat seo rule. this is increase the traffic of the websites.
 
Black hat or no black hat; It's really sad that what almost everyone put some of the time they should be working more on their site is SEO. It's all about Google says this, Google says that, like Google is the only available search engine.

However, I wouldn't blame anyone for practicing Black hat SEO(which I wouldn't engage in) because it doesn't even matter what you have on your website on the short run(when SEO really matters).
