I'm guessing you mean which one is best for testing the SEO of your site? If so, it is without a doubt Google. Google really is the king of content (and of SEO), aswell as just about everything else on the web. To please Google you need rich, unique, informative content. Titles should be short but relevant (search results show about nine words), content should be between 500-1500 words, images, videos and any other relevant media should be included. Grammar, spelling and punctuation are also important.
 
I use two search engines, Google and Bing, alternately. I can't say they are the best as Google and the other search engine don't really release their algorithms for determining page ranking. We all want our page or site to be as high as possible in the search engine results.
