Why my websites ranking is not improving in search engines?

Hello, friends I was working on a website from last 5-6 months and I have done all on page like meta tags, alt tags, content update etc.
I also worked on off-page using all techniques like social bookmarking, classified ads submission, directory submission, forum posting, blog commenting, infographic submission, image submission and search engine submission. But I was not getting right result and now my websites ranking going down day by day. So please provide me the right information that what to do to improve ranking.

Hi thanks for your reply. Your are saying about high PR but as we know Page Rank is not updated by google and google does not provide page rank so how we can find out quality websites for link building.

Hi, thanks for your reply. Yes I am using long tail keyword. And can you please provide me more details about how to improve content strategy. And Is this is the only reason that my website ranking is not improving?

Use fresh and updated content
Do internal linking too
