why are .GOV and .EDU backlinks so amazing

I'd hardly describe them as amazing. They are usually decent quality links becuase as government and education websites they tend to have a fairly high page rank

There are lots of reason that GOV and .EDU backlinks are most important. Some of the major reason's are as follows:
1. Lot's of traffic is generate from these website.
2. Mostly provides dofollow links.

I haven't linger in edu sites yet, but I've heard that they do not create that much traffic to a website anymore.
After the Panda update, Google has started giving more importance to Link relevancy, so one should use relevant anchor texts .Don’t get backlinks from pages having too many outbound links.Back links from spamy pages would negatively affect search engine rankings..EDU and .GOV links are no more important
