If your hosting website for Luxemburg than lux host. If site is for anyone on the internet than you can use the best hosting package you can find.
I like hosting sites in country if site is made for that country if not i look for no set up or upgrade fees and 99% uptime with multiple internet lines and power backup. I also do not like hosting companies that i need to find coupons for the best deal. I like to host websites in countries that have No VAT so i save money on hosting

Must say that hostmines.com cheapest web hosting is outstanding. Thumbs up to their support team.
I have not noticed any downtime or slow browsing speed.

I plan to stay with digitalserver.com.mx web host for a long time. The site has always powered my social networking site with ease, no matter how much burst in traffic i get, it still runs very fast. Control panel is amazing, the system is very solid altogether.
