Alt tags are basically descriptions for the images on the page. It's mainly intended for accessibility purposes. For example, people who are blind and accessing your site may be using a screen reader to read the page to them. When it encounters an image, it will look for an ALT tag on it and read it back to the user as a description of what the picture is. Also, if there are some problems with the images loading on the page, or the person happens to have images disabled in their browser for some reason, the descriptions are useful to understand what is what. The ALT text will be inserted where the missing image should be.
