Cloud computing means delivering hosted services over the Internet and sharing the computing resources, rather than having local servers or personal devices to handle applications.
While web development can range from developing the simplest static single page of plain text to the most complex web-based internet applications (or just 'web apps') electronic businesses, and social network services. A principle benefit of a CMS is that it allows non-technical people to make changes to their web site without having technical knowledge.
Web based application (like any web portal) which can be hosted on Internet (more specifically on a server, Virtual Machine etc.. where as cloud is a technology which can be used to host a web based application and to scale it when ever required.
