What is the best way to shrink an item using Photoshop?

Press Ctrl +T or on the Mac – Command + T to get the transformation tool enabled. Hold down the Shift button and reduce the size, so that your image doesn't deteriorate. After enabling transformation you can also find the X & Y axes options in your tool bar.
