I believe the most important would be properly optimizing a site on-page.
It is not that it is more important than offpage, because they are both important; it is just that on page optimization is designed more certainly for search engines purpose.

- Make sure you have enough content with the proper keyword
- Include keyword in each page url
- Include keyword in your menu item
- Include Image alt description
Off Page SEO:
- Ping your website Search Engine such as Google, Yahoo, and Hotmail
- Guest post, Social bookmarking
- Submit your article to free article submission site
- Setup social media account.
- Upload Video to youtube.com
