What is meta refresh tag, should we use it?

Meta refresh is a method of instructing a web browser to automatically refresh the current web page or frame after a given time interval, using an HTML meta element with the http-equiv parameter set to "refresh" and a content parameter giving the time interval in seconds.
 
Meta refresh tags are been used to tell the search engines that the pages have been moved.Its a tool used for reload and refreshing the web page.

While many argue that its not the viable option to take as there is a lot of spamming included in the same: There is a risk of deletion of the page from the index when there is a lot of redirect identified.
