A link farm is any group of web sites that all hyperlink to every other site in the group. Link farms are created by hand, but most are created through automated programs and services.

It was a black Hat tactics that could build great number of links in no time (with little effort) you can still use it effectively if you want your website to be Black Listed by Mr. Google & his honey Penguin

Link farming is nothing but it is a process of exchanging reciprocal links with websites to increase the number of sites link to your website, because major search engine counts those links towards your quality.

But remember, post penguin it is very important for webmasters to work on quality of relevant links, you can not create a link for ranking purpose only.
