What is good bounce rate?

Bounce Rate is the percentage of users who land on a page and then exit your site. They are always one page visits but they could be on that page for any length of time.

Exit Rate (on the other hand) is the percentage of users who left from a page. They can be more than one page visits. Exits are the last page viewed by a visitor.
 
Good – 26% – 40% – 20% of sites that we measure fall within this range.

Very Good – 0% – 25% – Less than 6% of the sites we measure have a bounce rate this low.
 
Bounce Rate is the percentage of visitors that hit your website on a given page and don’t visit any other pages on your site.High bounce rate in itself doesn't mean it is a bad site. I would think google looks to see if you continue your search, going back to the google search results and looking at more sites.I really doubt that bounce rate make a different on SERP.
 
An ideal bounce rate should be near about 40%. If this range exceeds then it is not good, through this section you can easily understand your website's actual performance. You can remove ads from your contents, make website mobile friendly to load faster these thing will help you to reduce bounce rate. GA have some issues with bounce rate it always shows high digits for this section. Instead of it, you can try Gostats.

Exactly, bounce rate should be near about 40% because it is the percentage of visitors who leave your website without jumping on next page & that's why it should be low. Even I'm using Gostats & it shows accurate report about bounce rate which is genuine.
 
Bounce Rate is defined as the percentage of visitors that leave a webpage without taking an action, such as clicking on a link, filling out a form, or making a purchase.
