What Google exactly consider before giving page rank to a website?

My site is on top in search result for some of my keywords, but my page rank is "ZERO" but the site below mine has 1 and 3 pr. So my question is what Google exactly consider before giving page rank to a website?

It all depends on the keyword, content,back links which are high pr

Firstly, websites do not have PR - web pages do. Secondly, and to answer your question, backlinks to a target page that do not have the "nofollow" attribute from the source pages is what determines a target pages PR. PR is rarely updated these days, so be happy with positioning results and don't stress out about PR...
