I am all for it if you can find a source you trust. There's only so many hours in the day and if buying links you can count on saves you time then it would be a wise investment.

Buying Link is not good so for because i have heard an article in which UK departmental website buying various links on edu website. Google will penalize that website.

Google allows weight for the links, and also can identify the trusted source: It is very likely that your website is getting penalized with the link buying concept in future

I think link buying is not a good idea to build backlinks for a website. In link buying most of the links are spam links which are not effective/useful to website.
