My secret SEO tactic is to work with Google instead of trying to cheat your way to page 1 rankings. The key is to make your link building look 'natural', Google will love you for this. Make sure you don't have 100% anchor text backlinks at they look unnatural. Never forget that Google's algorithm updates only affect people who try to gain the system so just work with Google and you'll rewarded for it.

Good SEO tactics

Your tactics are good and i fully back you. The problem is that man cannot beat a machine (Google) because they have algorithms that will detect or even sniff what ever is happening in link world. More over now they have Google's link disavowal tool with the help of which web master will be reporting bad neighborhoods. So in short one must keep every thing clean and should use good tactics and ways and link building should be done in proper niche only.

Use diversification in anchor text for backlinks.
Backlinks should contain a mixture of Do-follow & no-follow links.
All the backlinks are not generated with only one technique means use various tactics such as classified posting, Social bookmarking, profile creation etc. and also take some links on images.
 
Mine here lately is going the Social Media route. Google seems to love social media now, so snatching up those "likes and "+1s" do seem to really help. Of course this has to be natural also. If you have a blog post sitting on page 10 of the SERPS and then all of a sudden get 1000 Google+s and 2000 "Likes" in a day, for only one day, I think Google's algorithm is smart enough to catch on to that.

But I agree with the Backlinks and Anchor text. But in reality if you are not "buying" links you can not control the anchor text. I think in a more natural scenario, your anchor text would be "Read More", "Visit ....", or "Click Here"
