Dear first of all you should clear this basis thing of the SEO ( Search Engine Optimization) .your English will be strong your if your English will be good then you can write Article, comment yourself and you can attractive to visitor toward you website so this is one of the most important thing which is very essential for those person who want to become expert in SEO and want to doing Professional work.
 
In my opinion Remember one thing first "fresh content" Content should be valuable for readers then get backlink form simply doing Guest posting and blog comment in your similar sites, Directory, Article, Infographic submission, and share your link to social sites.

In regards to your question, as far as I have read the "basic" core guidelines have not changed and are pretty much the same. In order just to follow up on what is happening in the SEO world and for any new info than I would suggest to read up on sites such as MOZ and SEJ and others. Many those sites have reputable information and are always in touch with regards to new "developments" in any guidelines for Yahoo and Google.

7 Create a free product or service.
8 Use viral content.
9 Use offline promotion.
