As you are still a beginner, you can go with Shared Hosting. A basic website needs limited resources which can be fulfilled with Shared hosting.
Once your website traffic increases, you can think of upgrading. You can choose from VPS or dedicated Server while upgrading.
 
It also depends on what kind of hosting provider is required for your website. Are you going to get DMCA complaints or not. If you have no fear of getting DMCA complaints then you don't need an Offshore Host, Otherwise go for Offshore Hosting provider who ignore your website's related DMCA complaints. Better ask your provider before ordering a service with them.

Basically the main difference between a dedicated and shared solution is on dedicated one you're on your own. You have to deal with everything that implies maintenance but in exchange you no restrictions regarding the system.

The price difference also matters because the Dedicated server’s price is very high compared to Shared hosting.
