What are outbound Links:

Outbound links, also called external links, direct visitors from pages on your website to other sites on the Internet. Unlike inbound links, which send visitors to other pages on your website, outbound links send visitors to entirely different sites. If another website links to you, it is considered an outbound link.
 
a link is called outbound, when its passes the link other website. let me break this. if xyz is writing about something and points a link to abc is called as outbound links.

It will send user to entirely different sites. Outbound links pass more value than internal links. Through outbound links, search engine can evaluate the relevance and popularity of a website.
