Yes, they were never dead. I have seen some niche sites which are ranking all because of directory links.

Yes, directories are still effective, but not all of them. The truth is that most of the directories out there are spammy and of very low quality. You should stay away from those.

Yes they are still effective for SEO but only those which have high DA.
