Uploading Video In Twitter?

I have seen twitter is now allowing videos in Twitter. But I guess it requires smartphones, is there any available so that I can upload the video from my desktop PC also?

Hey,
They currently support MP4 and MOV video formats on mobile apps. On the web, Twitter support’s the MP4 video format with an H264 format with AAC audio. You can download from twitter up to 512MB, however, you will be prompted to edit videos to 2 minutes and 20 seconds or less in length.

Try to see if there are available browser apps. I use an app to post in instragram with my dekstop. It's an extension from Google chrome.
