Two different companies have the same website layout? What does that mean?

So I was looking at jobs on indeed. com and came across these 2 companies. Their websites literally are the same except for the company name. What does that mean? are those scams or what?

It isn't just that they use the same web designer, the content is all about 99.9% the same -- with the name dropped in where appropriate. Also, the english is a bit stilted.
