What is a Spammy Link ? if we are doing bookmarking of 0 pr then is it spam ? is it not good for our website ? Should we work only on High Pr Websites ?

AS per google guidelines The backlink is from irrelevant website is consider spam link. The backlinks from duplicate or spinning or spam content also same type of link. The page rank is not importance the relevance is important if you are giving health website, but in the description you wrote immigration related content, it's not good. The voting only boost the seo rankings through social bookmarketing sites. So write most relevant category with highly attracted content to attracted most customers.

0 PR website may not be a spam site. You can use 0 PR site. Now Google not gives importance to PR, so can work on any PR site but it should be quality site.
