I don't think you will have the chance to increase the page rank for your website. The page rank update has been stopped by Google and they are more concentrated in ranking keywords in search results. But still you can work on quality link building and content updates so that you can be in a chance to improve PR if Google updates it in the near future.

Normally by getting high pr backlinks to your website is helps to increase PR of the website. but PR updation is stopped by Google. so pr of website never change. If Google will update it can change.

In Page Rank is calculated based on quality of backlinks, so you have to increase your backlinks.
