Use edublogs.org for creating blogs, this is one of the best site for publishing blogs.

If using an .edu site to improve site rankings, the credibility of the .edu site will not help at all if the content is sub quality and not relevant to the .edu linked site. So spamming the site with irrelevant links will not help your site get ranked.
