Both technologies have own advantages & limitations. both PHP and Java are an open source, In this case, you'll find plenty of frameworks for creating a different kind of website such as Blogging, eCommerce, custom web apps development. While Java mostly used in large scale projects and bigger investment as it's development cost higher than PHP. Java is a genuine option when it comes to reliability.
