hello friends pls tell me how can we know in php that corresponding browser has java script turned on or off.

You could use Google Analytics, but it requires some extra work since their default tracking tags need Javascript to run right out of the box, otherwise GA doesn't see the user at all. There's some more information about it as well as some other alternatives mentioned here:
