Yes, Google Webmaster tools help to identify the backlinks to your website. If your website decrease SERP rankings first check the recent backlinks and identify with your experience is it good (relevant) or irrelevant (bad) seo link. If irrelevant backlink remove such spam links by using google webmaster disavow tool. All the best.

I remember using a tool called BackLinkWatch. It's the name of the site as well. Found that my main site had tens of thousands of links. Now to see if I can repeat the same performance with the new site I have just launched.
