Is it risky to create manual backlinks?

Is it safe or risky to create MANUALLY backlinks from forums ?
And i mean for forums with page rank from 3 to 7. Not with zero or 1 ranking.
I think it is ok if you don’t post all the time, or if you don’t spam and just act like normal people. But someone told me, that even this is bad for google and my site will be punished.
What is your opinion ?

In my opinion,It is not risky to create backlinks manually, if you are giving information to the user through your posts and placing your website link as reference, it will not hurt your SEO. The post should be natural and relevant.
