Is Guest Posting/Blogging truly effective?

Recently I've seen lots of people going for guest posting/blogging. Is it really that effective? My colleague once said that he used to run guest posting in his old company and it brought quite excellent results. However, I believe it's because he has more than enough manpower to do that. Guest posting requires contacting other site owners and I don't think many site owners will accept guest posting.
