International rollout of Google algorithm update

I am based in Thailand and can anyone tell me if Google's most recent update took place globally on the 21st, or if there is a process of the update being implemented in other countries sequentially after the US date, and if so what is the time frame?

I am not observing any difference and sites that are rated as 'mobile unfriendly' are still being placed in prime positions in the searches have undertaken over the past 24 hours.

Also a second question ... can anyone tell me if the user experience is different between undertaking the same search ona desktop vs a mobile device - i.e. does Google serve mobile friendly results if the search is conducted on a mobile device, but if the search is from a desktop the results aren't filtered in the same way? (Which if this were true would make it totally worthless using my desktop to indicate what the search dynamics are for someone using a mobile.
