Internal link, goo.gl or base domain is good?

Hi all.
When i build interlink on my site, i wonder about use goo.gl or base domain link (../xxx/aaa.html).
i read goo.gl can increase traffic but useless seo keyword. Pls give me your advices and explains .

Internal link is good to promote a web page, but external link can increase your visibility as well as improve ranking

in my opinion is use base domain. It help your visitor know where they will come when click on internal link
