For example, if you have an outage - you should be able to report it anytime.
If you have equipment trouble, you should be able to report it anytime. Most people can walk you through the "basics" of troubleshooting ("Tier I" level) anytime (24/7). However, "Tier 2" or (2.5) may not be available 24/7.
