How to get third party links crawled?

Hi Friends,

Every webmaster must be aware of the recent update by Google, i.e. stopping external links caching. After this update Google has not suggested any alternate tool as well. Anyone from this Forum can help me to know how to get third party links crawled by Google?

To index any URL, you need yo do search engine submission.

To index any URL, you need yo do search engine submission.

I tried this option, but failed as even through search submission as well Google search engine is not crawling any third party links.
